Reassessment Appeal Deadline Approaching
Gloucester property owners who want to contest or appeal their 2010 assessment of real property must file an application with the Gloucester Board of Equalization (BOE) by Thursday, February 4, 2010. The BOE, a five-member citizen board appointed by the Circuit Court Judge of Gloucester County, will hear appeals beginning in March 2010.
Applications for BOE appeal are available at the Real Estate Assessment Office and both public library locations, or may be downloaded on the website at www.gloucesterva.info/assessment/. Those needing assistance with the completion of the form are encouraged to contact the Real Estate Assessment Office at 693-3087.
Specific supporting information will not be required to file an application by the February 4th deadline, but property owners will be required during the hearing to provide information and documentation that supports their position that the assessed value is incorrect. Providing information on comparable properties, whose characteristics, assessments and/or sale prices support your assessment appeal, will be very helpful during the review process. The BOE will initiate hearings beginning March 1, 2010 for all applications received. Property owners who are not satisfied, after seeking a change in assessment through the appeal process may file suit in the Gloucester Circuit Court.

IMPORTANT ANNOUNCEMENT: COLEMAN BRIDGE EXTENDED CLOSING
The George P. Coleman Bridge (Route 17) will be closed to both motorists and maritime traffic on SUNDAY, AUGUST 30TH FROM 6 A.M. TO NOON, for Virginia Department of Transportation crews to perform electrical maintenance on the bridge. The closure is necessary because the bridge must be in an open position in order to perform this routine maintenance. Maritime traffic is suspended for the safety of the maintenance crew. Several trial openings will be necessary to test the replaced electrical components. The work is being scheduled on Sunday morning, one of the slower travel periods for the area, to reduce inconvenience to the traveling public.

AD-HOC COMMITTEE FOR HUNTING TO MEET
The Gloucester County Board of Supervisors recently appointed an Ad Hoc Committee for Hunting to discuss and make recommendations on how to preserve hunting in Gloucester while maintaining the safety and personal property rights of individuals. Petsworth District Board of Supervisors member Rick Allen will represent the board on the committee. Other members appointed to serve include Chief Animal Control Officer Carl Shipley; Gloucester County Sheriff’s Deputy David Shields; County Attorney Ted Wilmot; local hunt club members C.W. Miller and Randy Orga; and citizen representatives Dennis Emerson and William Dodson, Jr.. The committee will also be assisted and advised by the Virginia Department of Game and Inland Fisheries Game Warden, Tim Worrell.
The first meeting of the committee is scheduled for Wednesday, April 29, 2009 at 6 p.m. in the Gloucester Library community room.

ALTEMUS TO HOLD COMMUNITY MEETING
County Budget Main Topic
Teresa Altemus, Gloucester Board of Supervisor’s York District Representative, will conduct a community meeting on Tuesday, March 31st, beginning at 7 p.m. at Achilles Elementary School to provide information on the FY10 Gloucester County budget process. Information on the proposed county budget will be provided and citizens given an opportunity to share their comments, suggestions and questions. Nickie Champion, Gloucester’s Finance Director and Brenda Garton, County Administrator will join Ms. Altemus.
Information on the FY10 Proposed Gloucester County Budget is available on the county’s website at www.gloucesterva.info. An important part of Gloucester County’s budget process is hearing from citizens and receiving comments and suggestions about budget priorities and service levels. In an effort to provide Gloucester citizens with an easy and convenient way to share their thoughts and ideas, an online comment form has been designed as part of a new budget information webpage.
In addition to the online citizen comment form, the webpage features the complete FY10 proposed budget, an informative PowerPoint presentation and a schedule of public meetings and work sessions.

Town Meetings Planned
Two members of the Gloucester County Board of Supervisors will conduct individual district town meetings next week to discuss issues of importance with citizens. On Wednesday, February 25th at 7 p.m., “Bobby” Crewe, Gloucester Point District representative will hold his town meeting at Abingdon Elementary School. Information on the FY10 budget process will be provided and Mr. Crewe will offer an opportunity for community members to share their ideas and comments on budget priorities, suggested reductions, important services and/or other areas of concern or interests. On Thursday, February 26th at 7 p.m., Teresa Altemus, York District representative will conduct her town meeting at Achilles Elementary School. In addition to providing information on the FY10 budget process, information will also be provided on the 2009 reassessment process. An additional town meeting is planned by Ms. Altemus on Tuesday, March 31st , 7 p.m. also at Achilles School, for further comments on the FY10 county budget, as the proposed county budget will have been presented for board review and public comment in mid-March. All interested citizens are invited to attend the town meetings to learn more about these important county issues and to share their comments, concerns, or questions. Two Town Meetings Scheduled
Supervisor Gregory Woodard, representing the Ware Magisterial District, invites you to join him for his first town meeting as he prepares to serve the citizens of Gloucester. The meeting is planned for Thursday, January 17, 2008 at 7:00 p.m. in the Botetourt Elementary School library. Pastor Woodard’s theme for the meeting is "Understanding our Past and Planning for our Future." Joining Pastor Woodard will be his appointees to various county advisory groups who will be introduced to the public at the meeting.
Supervisor Bobby Crewe, representing the Gloucester Point District, will conduct his first town meeting on Thursday, January 24, 2008 at 7:00 p.m. in the Abingdon Elementary School library. Mr. Crewe invites all interested community members to attend this town meeting to voice his or her concerns and hear about the important issues facing the Gloucester County government in the coming years.

John Adams, Gloucester Point District Representative to the Gloucester Board of Supervisors, invites all interested community members to attend a town meeting planned for Monday, September 26, 2005 at 7:00 p.m. at Abingdon Elementary School. COMMUNITY MEETINGS ON REASSESSMENT
Louise Theberge, at-large representative on the Gloucester Board of Supervisors is hosting two special community meetings to provide citizens information on the county`s reassessment process. The meetings are being held at two locations for the convenience of community members. The first meeting is planned for Monday, October 10th at Achilles Elementary School. The second meeting is planned for Wednesday, October 12th at Petsworth Elementary School. Both meetings will begin at 7 p.m.
Ms. Theberge will be joined by Gloucester County Administrator William Whitley, County Attorney Danny Stuck, Commissioner of the Revenue Kevin Wilson and Michael Didawick, Project Manager with Blue Ridge Mass Appraisal Company, the firm contracted to conduct the county`s general reassessment process. A general overview and explaination of the reassessment process will be provided and specific information given on the how market value is determined, how properties are compared, and how to request reconsideration or appeal the reassessment valuation. Citizens will be given an pportunity to share their concerns and ask questions about the reassessment process.

The Gloucester County Board of Supervisors is currently reviewing a large rezoning application called The Barrens that has been recommended by the Gloucester County Planning Commission. If approved, this development would be the largest ever built in the community containing a total of about 1,200 housing units at its 20-year build out. The Board will discuss this application at its July 1st meeting. A public hearing will probably be scheduled and held in August.
On July 28th, the Board will discuss the School Board’s request for financing to expand and improve two of our elementary schools, Botetourt and Achilles. The cost of these two projects is estimated at a little over seven million dollars. If the Board of Supervisors agrees to fund these projects, the construction would probably begin next spring.
The Board has asked the Planning Commission to examine the issue of the size of subdivision lots now permitted in the single family zoning districts of the County. Currently, minimum lot sizes for lots in these areas that have public water and sewer availability is 10,000 square feet. There is the belief by some that this is too small for a residential lot in Gloucester. That is the issue that the Planning Commission will be reviewing.

on the County Connection
1. The Board of Supervisors will spend a great deal of time over the months of March and April considering the budget recommendation for the next fiscal year, which begins on July 1st. I will formally present the budget recommendation to the Board on March 13th and there will a public hearing concerning the recommendation on March 31st at Page Middle School. The budget is scheduled to be approved by the end of April. It was a challenging recommendation made more difficult by the reduction of state funding. The recommendation allocates most public resources to education and public safety as the top priorities of the community.
Complete budget documents will be available for review in both branches of the Gloucester Library and in the County Administrator’s office on March 13th. We will have budget information on the County WEB site, beginning March 14th. I would be happy to discuss the recommendation with anyone at a time that is convenient.
2. The Barrens development-rezoning request continues to demand a great deal of community attention. The Planning Commission held a public hearing on the proposal on March 6th and there were more people there than I have seen at any public hearing during my tenure here. There were many speakers in favor of the proposal and many against it. It is still an evolving process but the issue is basically, if the benefits of the development will be greater than the negatives. The issues that the Planning Commission and ultimately the Board of Supervisors will have to decide, will involve fiscal matters (will the project cost the community public money in paying for the increased services it will demand), as well as quality of life issues for citizens.
The Planning Commission did not make a decision on its recommendation on the 6th. The Commission’s next meeting will be on April 3rd in the Colonial Courthouse. They will discuss the proposal that evening and could make a recommendation decision at that time.
After the Planning Commission makes its recommendation, the Board of Supervisors will hold a public hearing and then decide whether to rezone the property. The Supervisors could hold a public hearing in May but a more likely time frame would be during June.
3. The School Board offices are moving into the former Courts and Office building this month. This building is on Main Street in the village. Once this move is completed, the County will complete the project that included the construction of the new courthouse and the renovation of the former facility. With the completion of the project, the School Board will have all of its offices consolidated into one modern building for the first time and will not have to pay rent as it has done for the last few years. This rental money, (approximately $100,000) will be now available for educational programs.

Individuals who are interested in local ordinances being considered by the Board of Supervisors can now review these documents and find out when public hearings will be held concerning them, through the Board of Supervisors Homepage. Simply go to this page and click on "Proposed Ordinances and Public Hearings " for immediate access to this information. We hope that this new capability will help interested citizens to keep up with current items before the Board.
The Board will have its Organizational Meeting for 2003 on January 7th, starting at 7 p. m. At this meeting, officers for the Board will be selected, meeting dates for the year will be set and other business items will be discussed. Additionally, the Board will adopt its legislative program for submission to our General Assembly Delegation and, I am sure, discuss the Governor’s budget proposal, which is to be announced on December 20th.
The Board is now involved in the process of selecting a new county attorney due to the resignation of Jacob Stroman. A selection committee appointed by the Board has reviewed applicants, interviewed several and has selected three individuals for the full Board to consider. I expect the Board to discuss this process at their January 7th meeting and then proceed to schedule the candidates for interviews. The goal is to have someone on board by March 1st. The County has been very fortunate to have Daniel Stuck serving as the Interim County Attorney. Mr. Stuck has over twenty years of local government experience and has been of great assistance to the staff since he arrived in November.
The Board conducted a public hearing at its December meeting concerning a proposed open burning ordinance. This ordinance would regulate and, in some cases, prohibit open burning in the County. After public comments were received, the Board made the decision to meet in a work session and consider ways to address concerns raised at the hearing and to discuss how to proceed with this ordinance. I expect this work session to take place in January with another public hearing to be held sometime in late winter concerning the revised ordinance.

The Gloucester County Board of Supervisors has been working on a plan to operate the County government within the budget reductions that have been and will be announced by the Governor. The County received word about three weeks ago that state revenues appropriated to the County for the current fiscal year would be reduced by approximately $100,000. Areas of County operations affected by these reductions were the Library and offices of the Treasurer, the Clerk of the Circuit Court, The Commonwealth Attorney and the Commissioner of the Revenue. At present, the Board has decided to make up these lost revenues with County dollars, except for those in the Library Services area. However, the Governor is going to announce the next round of budget reductions in December for this fiscal year. It is anticipated that the severity of these reductions will require a service reduction in some areas of our local government. Over 50 % of the total revenue that the County operates with this year is derived from the state so this situation will have an immediate negative impact on County operations.
The Board will meet again early next year to continue discussions with the School Board on their proposal to construct and improve school buildings. Additions and improvements are planned to 4 of the elementary schools; a new high school/ middle school facility is proposed, as well as improvements to Page Middle School. The Supervisors have to decide whether to authorize that funds be spent to do this work and to plan for the repayment of the debt that will be necessary if these projects move forward.
County staff has been working closely with several developments that are going to be built in the County over the next year. A Lowe’s Home Improvement store will be built at the corner of Route 17 and Route 615 (Burleigh Road). Additionally, a Home Depot store is to be built beside the new Wal-Mart center. Clearing for both of these projects should begin in December.
One project that will generate a great deal of community discussion is the proposal to build a planned unit development consisting of over 1,000 homes and townhouses along a constructed golf course. This development in on a tract of land called the Barrens and in located west of Route 17 between Burleigh Road and 614 (Hickory Fork Road). This project is the largest housing project ever proposed in the County and will command a great deal of attention from the Board of Supervisors, the Planning Commission and County staff over the next few months. There will be at least one public hearing concerning this matter before the supervisors have to determine whether to approve the rezoning that will be necessary for the project to move forward. Interested citizens can review preliminary plans for the project in the County Planning office.

WELCOME TO THE BOARD OF SUPERVIOR`S PAGE OF THE COUNTY CONNECTION!
The Gloucester County Board of Supervisors is anticipating the state budget reductions that will be detailed by Governor Warner around October 15th. This announcement is of particular concern to localities because of the dependence on state revenues for funding public education. In Gloucester, sixty percent of the total revenue used for education in the current year comes from the Commonwealth. This totals, in the current fiscal year, 25.4 million dollars. When the Governor first talked about necessary revenue reductions in the current budget, he indicated that aid to localities for education was not being considered. In the past few weeks, he has stated that there will be reductions in this area.
The County formally opened the new courthouse on September 20th. This is only the 3rd courthouse in the 351 years of the County. All courts and related activities are now centrally located in this facility. The Courts and Office building, where the courts were previously located, is currently being renovated into offices for School Administration, the Commissioner of the Revenue and the Treasurer. This renovation will locate all school administrative staff in one building and eliminate the approximately $100,000 a year the County currently spends on rent for these offices. This work should be completed by the end of this year.
At their October 1st meeting, the Supervisors adopted a resolution supporting the two referenda that are on the November 5th ballot. The first of these would allow the state to borrow funds for badly needed capital improvements at our public colleges and universities. The second would permit borrowing for the purchase of needed public parkland. Gloucester is particularly interested in the parks initiative as one of the parks that would be considered , if the referendum passes ,could be located here. The Board encourages citizens of the County to vote yes on both of these referenda.
The Board will meet with the School Board on October 15th at Gloucester High School to discuss future capital needs for the schools. This is an important meeting because the need for a new high school will be discussed. The meeting will begin at 7 p.m. and the public is encouraged to attend.

The Gloucester County Board of Supervisors is currently in the process of considering several ordinance revisions and a possible ordinance adoption that deserve discussion in the community. The first ordinance revision concerns amendments to the existing Animal Control Ordinance. This is the first revision to this document in over ten years and many of the revisions involve simply bringing the document into compliance with current state law.
However, there are other changes to this ordinance under consideration that would regulate how people with exotic pets must treat these animals and how dogs must be cared for in the community. The supervisors held a public hearing on this document on August 6th and heard many comments about the changes. They instructed the staff to summarize the changes mentioned at the hearing and to schedule a time in the near future for additional discussion of this matter. It is likely that another public hearing will be held this fall before any changes are adopted.
Also under consideration is an ordinance that will regulate open burning in the County. This ordinance would impose regulations on anyone who burns materials in the community. There are currently state forestry regulations concerning this type of activity but there is no local law that addresses this issue. On August 6th, the supervisors discussed a proposed ordinance prepared by the County Attorney’s office. They will hold further discussions about this document and most likely schedule a public hearing concerning it in the next few months.
Additionally, in the near future, the supervisors will consider amendments to the County Erosion & Sedimentation Control Ordinance. This local ordinance has not been updated in some time and needs to be made current to bring it into conformance with state law that governs this subject.
Finally, an important issue in the community currently is the School Board discussion concerning whether to ask the supervisors to fund the construction of a new high school. In a joint meeting of the supervisors and the school board last fall, the school board indicated that they felt that improvements to the elementary schools deserved attention before a high school should be discussed. Apparently, some school board members want to revisit this issue. A meeting will be held, probably in October, for the two boards to consider this important issue,

On July 2nd, the Gloucester County Board of Supervisors conducted a public hearing and then voted to amend the provisions of the County’s Subdivision Ordinance. These amendments had been recommended to the Board by the County Planning Commission and had been worked on by the Commission and the staff for six months.
The most important provisions of the amendments strengthen the requirements for developments on small lots. These developments will now have to be built with additional amenities such as curb and cutter along the roadways. It is felt that these new requirements will improve the quality of development seen in the County.
At its August 6th meeting, the Supervisors will consider the first major revisions to the Animal Control Ordinance in over 10 years. These amendments will bring the County Ordinance into compliance with current laws and address other issues such as how exotic pets are regulated.

The Gloucester County Board of Supervisors will conduct its business meeting for July on Tuesday, July 2nd, beginning at 7 p.m. in the Colonial Courthouse on Main Street. This will be the only meeting of the Board to be held in the month of July.
The Board will conduct 4 public hearings on July 2nd to hear citizen’s comments on matters pending before them. There will be two rezoning applications heard that evening. The first would permit the expansion of a mini - storage facility on Route 17 in the Ordinary area. The second would permit a residential development along the Piankatank River in the Freeport area. Both of these applications have been reviewed and recommended for approval by the Gloucester County Planning Commission.
The third public hearing involves some changes to the County Subdivision Ordinance. Most of the changes would require additional development responsibilities when the smallest permissible lot (10,000 square feet in size) is developed. The purpose of these changes is to protect the surrounding areas and to improve the quality of the development being built in the County. The final public hearing involves a change to the Zoning Ordinance that is basically administrative.
The hearings will begin at 8 p. m. on the 2nd and citizens are encouraged to speak, to tell Board members how they feel about these matters.
The meeting will be broadcast live on Cable Channel 24 as it happens as a cooperative effort of Cox Communications and Gloucester County.

The County will be ending the 2002 Fiscal Year on June 30th and beginning the 2003 Fiscal Year on July 1st. The new County Budget will begin on July 1st and will dictate expenditures for all departments and agencies of the County for the next twelve months. This will be an austere budget year due to the funding limitations imposed on the County by the State government. In the next fiscal year, the County will receive 1.3 million dollars less in funding than was received this year.
The Courthouse project is winding down and moving will be done over the July 4th holiday. Citizens are reminded that the courts will be closed the week of July 1st to accommodate the move. Once this construction is completed, the construction firm will immediately begin to renovate the current Courts and Office Building to create offices for the Gloucester County School Board , the County Treasurer and the Commissioner of the Revenue. This work is scheduled to be completed by the end of 2002.
The Gloucester County Board of Supervisors will meet on July 2nd in the Colonial Courthouse. This is the monthly business meeting for July and will be the only meeting during this month. There will be important public hearings concerning revisions to the County Subdivision Ordinance as well as a public hearing on a major residential subdivision in the Harcum area. Additionally, The Board will hear from officials from the Department of Transportation about state budget reductions and the effect that these reductions will have on transportation projects in the County. The meeting begins at 7 p. m. with the hearings starting at 8. All interested citizens are invited to attend the meeting.

The Gloucester County Board of Supervisors met on June 4th and adopted two ordinances, which will help fund local programs during the next fiscal year, without increasing taxes for citizens. The first ordinance imposes a $5 fee on all cases brought before all three courts in the County (Circuit Court, General District Court and Juvenile and Domestic Relations Court). These fees would only be applicable in the event of a conviction. The funds generated from these fees will be used to pay the salary of a courtroom security officer, requested this year by the Sheriff. The second ordinance adopted creates a booking fee of $25 that will be charged to an individual admitted to the County Jail following a conviction. This fee is being imposed to help with rising costs at the Jail. In passing both fees, the Board of Supervisors feel that the individuals who are creating the need for these additional services will be supporting them.
The Board also approved major revisions to the County Utilities Ordinance. The most dramatic change creates a development fee on NEW customers of the water and sewer system. The funds generated from this fee, recommended by the County Utilities Advisory Committee, will be set aside and used to extend new lines into areas that need them. It is hoped that these funds will enable the County to address some long standing utility needs that, up to this point, were not done because of a lack of funding.

The Gloucester County Board of Supervisors will meet on Tuesday, June 4th for their regular monthly meeting. There are four public hearings on the agenda. These hearings involve a rezoning request in the Gloucester Courthouse area, an ordinance that would place a $5 charge on all criminal and civil cases brought to court in the county, an ordinance that would place a $25 processing fee on all individuals who were placed in the county jail, and revisions to the Utilities Ordinance that would raise connection fees for all new customers of the water and sewer service currently provided by the county. The court and jail fees are being considered due to state revenue reductions that impact next year’s county budget. The Utilities Ordinance revisions have been recommended by the County Utilities Advisory Committee as a way to collect funding to be used for future water and sewer line expansions. These public hearings will begin at 8 p.m. and all interested citizens are encouraged to attend and express opinions on these issues. First half real estate tax bills are being mailed to all taxpayers today. These bills are the first real estate bills that reflect the new assessments of all real estate completed last year. While the tax rate for real estate did not change, it remains at 95 cents per hundred dollars of assessed value; citizens may see a change in their bills based on the new assessed value of their property. Questions about the bills can be addressed to the Gloucester County Treasurer at 693 - 2141 or the County Administrator at 693 - 4042. People are reminded that, due to the schedule to move some offices out of the Courts and Office Building at the end of June, it will be difficult to come into the Treasurer`s Office to pay these bills. People are encouraged to pay their bills by mail or drop them it the drop box located on the road that is between the County office buildings.

Thank you for subscribing to the Board of Supervisor’s page in The County Connection. The new County Courthouse will be completed in late June. It will house all courts and related activities. Once these offices move from the current building in which they are located, the Courts and Office Building, that facility will be renovated to house the offices of the Public Schools, the Commissioner of the Revenue and the Treasurer`s Office. It is expected that this work will be completed in January 2003. There will be some inconvenience to the public during the time in which the courts and related offices move to the new facility. All three courts, Juvenile and Domestic Relations, District and Circuit will close on June 28th and not reopen until July 8th, so that the move can be accomplished. People who have business with the courts, especially those who may need the Circuit Court Clerk`s office to do property transfer work, should plan for this. Also, people should plan to pay their tax bills before June 28th if they need to actually come to the Treasurer`s Office to do so. The Treasurer`s Office will be open throughout this period of time, but due to the activity associated with the move, there will be some inconvenience to the public. The Gloucester County Board of Supervisors will conduct its April Business Meeting on April 2nd, beginning at 7 p.m. in the Colonial Courthouse on Main Street. The Board will conduct public hearings on two matters. The first public hearing will be held to receive citizen comments on a staff proposal that the County join other cities and counties in Virginia to create the Virginia Energy Purchasing Association. This organization is being formed due to the recent deregulation of electricity in Virginia. The association would, when formed, allow cities and counties to jointly negotiate for electricity for all public uses. It is felt that, by taking this action, cost savings can be received.
The second public hearing concerns an amendment to the County Zoning Ordinance recommended by the Gloucester County Planning Commission. This ordinance amendment would allow biosolids or sludge to be land applied only in the Rural Countryside Zoning District of the County. Under present regulation, it could be applied anywhere in the County. State law permits localities to regulate this material in certain areas of communities only. This action is being taken because of the concern the Board has about the environmental consequences of the land application of this material. The Gloucester County Board of Supervisors is continuing their discussion of the County Budget for the next fiscal year. The Board will meet on Tuesday, March 26th at 7:00 p.m. with the Gloucester County School Board to discuss funding for the School System in next year’s budget. The meeting will be held in the Gloucester High School Library.
The recommended budget includes $44,810,646 for the School System next year. This is an increase of 5.2% over the current budget. Included in this total budget is local funding of $15,835,835 or 4% more than the current fiscal year.
The School Board has requested a 6.48% increase in local funding for next year.
This meeting is open to the public but no public comments will be taken.

The Board of Supervisors held a public hearing on March 12th to hear citizen comments on the FY 2003 Budget Proposal. Twenty-five speakers made comments about the proposal. Most comments asked for full funding of the School Board’s proposed budget. Others asked for the County Lodging Tax to be totally used for tourism efforts.
The Board of Supervisors will conduct a public hearing on the Reassessment of Real Property completed last year. This hearing will take place on March 19th at 7:00 p.m. in the Colonial Courthouse. Citizens can attend this hearing to comment about the recently completed assessment. After the hearing, the Board will continue its budget review.

The March 26th Gloucester County Board of Supervisors meeting will be held in the Gloucester High School Library. The meeting will begin at 5:45 so that the Board of Supervisors can meet with the Gloucester Youth Commission and the School Board, but the Budget Work Session for the Board of Supervisors will not begin until 7:00 p.m.
