The County is required by the Code of Virginia to have a Comprehensive Plan.  The Plan is a general, long range policy and implementation guide for decisions concerning the overall growth and development of the County.  State law requires that the Planning Commission review their Comprehensive Plan at least once every five years to determine if an amendment is needed. 

Gloucester County adopted its first Comprehensive Plan in 1974.  The Plan was updated and adopted again in 1980.  Gloucester County’s current Comprehensive  Plan was adopted in September 1991.  In 1995, the County added “The Gloucester Point Plan” as an amendment to the Plan.  And most recently, in November 2001, Section 8, the Natural Resources Chapter of the Comprehensive Plan, was updated to comply with the Chesapeake Bay Preservation Act.

Both the Planning Commission and the Board of Supervisors hold public hearings on the Plan or any amendments thereto.  The Comprehensive Plan is meant to guide County decision-makers to achieve the community’s vision for the future.  Therefore, adoption of the plan or amendments requires public involvement through hearings, as well as citizen task forces, committees and advisory groups.  Surveys and other forms of public participation may also be used to identify community issues and develop strategies for the future.
