Landlords

Families are qualified for Section 8 according to those who meet income, assets and other eligibility requirements. You will know that a person has been determined eligible for the program if they have a Section 8 voucher.  The family is allowed to select the house they currently reside in or choose another home. They will give you a form called the Request for Tenancy Approval if they want to rent your property.  This will be completed and returned to our office.

Once this form is received the property will have to have an initial inspection and be able to pass the Housing Quality Standards set by VHDA each year.

Landlord Benefits
  • The Virginia Housing Development Authority (VHDA) automatically pays a portion of the rent directly to landlord.

  • VHDA contracts directly with landlord for a specified term.

  • Less vacant units (Landlords may advertise in our office) 

  • Landlord selects residents, retains full management.

  • There are no maximum rent limits but the landlord is expected to charge a reasonable fair market rent. Tenants anticipating a new lease are not allowed to pay more than 40% of their monthly adjusted income towards rent.  Keep in mind that higher rents may not be affordable to prospective tenants.

Monthly Payments to Landlords

There may be times when your first check is not received from 4-6 weeks.  However, all checks are made retroactive.

picture of a man holding a check Every month, the landlord generally receives two checks:  one from the family and one from VHDA.  There may be times when the entire rent check is from VHDA.

You may have your checks direct deposited into your bank account.

A tax identification number or a social security number is required for tax purposes.

          Leases are generally drawn up by the Landlord.   

  • All leases should follow the Virginia Residential Landlord and Tenancy Act (VRLTA).  Addendums are attached to the lease if the owner's lease doesn't fulfill the obligations of the VRLTA.

  • Owners are expected to sign a contract with VHDA.

  • The lease is written for a one year period, followed by a month-to-month rollover lease. 

  • Your lease is between you and the tenant.

  • Tenants are responsible for their own security deposit. Landlords should not charge more than two months rent.

  • Tenants are responsible for any damages to the property.

  • Landlords must give written 60-days notice to the Department of Housing and the tenant for any increases in rent for their anniversary date.

Property Inspections

picture of man holding a hammerProperty Inspections are conducted at the initial time of the lease and annually.  Each unit has to pass the Housing Quality Inspections.  If the unit fails, the owner should make repairs before further assistance can be provided.
