Frequently Asked Questions About Mosquito Control Districts
A geographic area within Gloucester County that has been defined in an ordinance adopted by the Gloucester County Board of Supervisors. Once established, an additional tax levy is applied to every parcel of real estate within that Mosquito Control District. The additional tax pays for mosquito control, including capital costs (trucks and sprayers), material costs (chemicals used to combat mosquitoes), and operations costs (labor and day-to-day vehicle maintenance including gasoline).
Generally speaking, they are the portions of Abingdon and York Magisterial Districts east of Route 17, and three additional areas on the west side of Route 17 as defined below. (Note: The York and Abingdon Mosquito Control Districts are defined as of the date they were established, and they do not change even if the district boundaries change because of redistricting. However, the Powhatan Chimney Mosquito Control District was amended in 2004 to add an additional road.) The Gloucester County Code of Laws, Chapter 9.5, contains the geographic boundaries of the districts.
The Gloucester County Board of Supervisors receives a request, usually in the form of a petition, from residents requesting the formation of or inclusion in an existing Mosquito Control District. Next, the Board holds a public hearing to receive comments from individuals, and it also considers data such as the proximity of the proposal area to existing control districts, availability of equipment and staff to serve the proposal area, and cost of serving the proposal area. A petition form has been developed to assist the Board in evaluating such requests.
