Services
There is a Juvenile & Domestic Relations District Court each Virginia city and county. In Virginia, a juvenile is any person under 18 years of age. The Juvenile & Domestic Relations District Court hears all matters involving juveniles such as criminal and traffic matters.
Juvenile delinquency cases are cases involving a minor under the age of 18 who has been accused of committing an offense that would be considered criminal if committed by an adult. Other juvenile offenses may be referred to as status offenses. Status offenses are those acts that are unlawful only because they are committed by a minor.
In addition, this court handles other matters involving the family, such as custody, support and visitation. The court also hears family abuse cases, cases where adults have been accused of child abuse or neglect, and criminal cases where the defendant and alleged victim are family or household members.
Confidentiality of records pertaining to a juvenile case must be maintained at all times. Juvenile courts are not allowed to disclose juvenile case information over the telephone.
Clerk’s Office
The Juvenile & Domestic Relations District Court (J&DR) Clerk’s office, located on the second floor of the Gloucester County Courthouse, is unique in that it serves the citizens of Gloucester, Mathews and Middlesex counties.
The Mathew’s County J&DR Clerk’s office is located on the second floor of the Gloucester County Courthouse. All Mathews J&DR case records are maintained at this office.
A satellite Clerk’s office is open at the Mathews County Courthouse on days that the J&DR Court is in session, currently the first and third Wednesday of each month. Citizens are welcome to pay court fines, file paperwork and obtain copies of orders from this office when open. It is to be noted that the availability of copies from this satellite office are limited to those matters filed after September 2017.
Hope Cards for Protective Orders
A Hope Card is a laminated card, similar in size and shape to a credit card, that contains all the essential information about a civil protective order in a durable, easy-to-read format. It does NOT replace the existing protective order. Hope Cards are available only to holders of a final civil protective order issued in participating Virginia localities. As of July 1, 2022, all district and circuit courts in the Commonwealth of Virginia participate in the Hope Card Program.

If the court has a delayed opening and your case was scheduled during the time of the delay, please be prepared to appear in court at the scheduled opening as your case will be called upon the court’s opening.
If the court has a delayed opening and your case is scheduled at the time of opening or later, please be prepared to appear in court at your scheduled hearing time. Your case is not delayed and will be called at the scheduled time or as soon thereafter as possible.
Following a court closure, all cases scheduled on the affected date(s) will be continued. All parties will receive a summons or notice of hearing with the new court date. It may take the Clerk’s office a week or two to continue these cases. Please do not call to request a continuance date.
